A commission of inquiry set up by the Benue State Government to investigate public finances between May 29, 2015, and May 28, 2023, has reported that approximately N139.8 billion remains unaccounted for within the state’s financial records.
The Chairman of the Benue State Income and Expenditure Commission of Inquiry, Justice Jubril Idrisu, disclosed the findings while presenting the commission’s report to Governor Hyacinth Alia at the Government House in Makurdi.
According to the commission, Benue State generated more than N826.5 billion in revenue during the period under review. Recorded expenditure stood at approximately N683.4 billion.
The difference between the two figures amounted to about N139.8 billion.
Justice Idrisu said the commission recommended that the funds be recovered from persons found responsible following appropriate legal and administrative procedures.
The commission was inaugurated in June 2025 and was mandated to examine the financial activities of the immediate past administration as well as the state’s 23 local government councils.
Beyond the issue of the unaccounted funds, the panel reported concerns regarding loan transactions involving certain local government councils and financial institutions.
According to the report, some loan repayments significantly exceeded the original loan amounts, while supporting documentation was either inadequate or unavailable.
The commission also identified what it described as irregular transfers of public funds to financial institutions without sufficient documentation establishing the legitimacy of the transactions.
To strengthen accountability, the panel recommended improved financial controls, including stricter authorization procedures for online transactions and the discontinuation of blank pre-signed mandates.
Receiving the report on behalf of Governor Alia, Deputy Governor, Dr. Sam Ode commended the commission for what he described as a diligent and courageous assignment undertaken in public interest.
The governor reiterated his administration’s commitment to transparency, accountability, and institutional reforms, expressing confidence that implementation of the recommendations would strengthen public institutions and discourage misuse of public resources.
Governor Alia also acknowledged the challenges encountered by the commission, including difficulties in obtaining information from some individuals and institutions. He assured the panel that its report would serve as an important reference document in efforts to improve governance and restore public confidence in public financial management.
